The Ministry of Health recognizes that access to safe water, sanitation and hygiene (WASH) in health facilities is critical in the reduction of diseases, improved occupational health, more efficient health care services, improved staff morale and performance. The micro planning data generated will guide line ministries, local government authorities and development partners to position WASH in the health care facilities agenda within the Water and Health sectors. Additionally, it will support the development of a roadmap for achieving WASH-related sustainable development goals for health institutions.
The Sustainable Development Goals (SDG) 3 and SDG 6 reinforce the need to ensure adequate WASH services, which will result in a reduction in maternal mortality, ending preventable newborn deaths, and providing quality universal health coverage. The rationale of the WASH guidelines is to document procedures and provide a framework for strategic planning, implementation of functional and effective WASH services in healthcare facilities in Uganda. These guidelines offer a basis for creating the minimum conditions required for providing healthcare services in a healthy environment for healthcare workers, patients and visitors to the healthcare premises. They also serve as a tool for monitoring the performance of WASH in health care facilities.

Globalization is putting the social cohesion of many countries under stress, and health systems, as key constituents of the architecture of contemporary societies, are clearly not performing as well as they could and as they should.
This manual is the result of cooperation between many people. I would like to thank all those who have contributed in any way to its preparation, in particular, the members of the working group which met in Dundee, Scotland in November, 1978 and established the main guidelines for the first edition.

As these and other stories in the report poignantly illustrate, primary care starts with people.And, integrating mental health services into primary care is the most viable way of ensuring that people have access to the mental health care they need. People can access mental healthservices closer to their homes, thus keeping their families together and maintaining theirdaily activities. In addition, they avoid indirect costs associated with seeking specialist care indistant locations. Mental health services delivered in primary care minimize stigma and discrimination,and remove the risk of human rights violations that occur in psychiatric hospitals.
Such a world-wide goal is very worthy. But in some ways it is dangerous. For there is a risk of trying to reach that goal in ways that become so standardized, so impersonal, so controlled by those in power, that many of the human qualities essential to health—and to health care— are lost. There is already evidence of this happening. In the last 10 or 15 years, a great many attempts have been made to bring basic health care to poor communities. Billions have been spent on large national or regional programs planned by highly trained experts. But the results have often been disappointing. The goal of equality between women and men is a basic principle of the United Nations (UN), which is set out in the Preamble to the Charter of the United Nations. This commitment to promote gender equality and women’s empowerment was reaffi rmed in the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) in 1979; the Programme of Action of the International Conference on Population and Development (ICPD) in 1994; the Beijing Platform for Action in 1995; and in outcomes of other major United Nations conferences such as the World Conference on Human Rights in Vienna in 1993 and the World Summit for Social Development in Copenhagen in 1995. Then, the United Nations Economic and Social Council (ECOSOC) adopted in 1997 a resolution calling on all specialized agencies of the United Nations to mainstream a gender perspective into all their policies and programmes
Globally, breastfeeding has the potential to prevent about 800 000 deaths among children under five each year if all children 0–23 months were optimally breastfed. Early initiation of breastfeeding could prevent about one fifth of neonatal deaths, but less than half of infants are put to the breast within one hour of birth. WHO recommends that all infants should be exclusively breastfed for the first six months of life, but actual practice is low (38%). Only about half of children aged 20–23 months are breastfed despite the recommendation that breastfeeding continue for up to 2 years or beyond.
