This policy provides a framework for establishing systems that ensure that the rights of persons in Uganda to access non-discriminatory HTS services are realized. This policy and guidelines will operate within the scope of the national and international policies; in alignment with national plans and harmony with other MOH implementation guidelines. They will be used in conjunction with other operational guidelines for SBCC, HTS training and delivery, M&E, and quality assurance (QA) standards.
This change package is written to scale up best practices on improved uptake and continuity of Pre-Exposure Prophylaxis (PrEP). It details the specific gap, changes tested to address the gap, evidence that it worked, and how the change was implemented. The changes were tested within the context of facilities and service delivery and therefore scalable to other facilities within and outside Uganda for any team embanking on improving uptake and continuity on PrEP or any other services other than PrEP.

The 2022 Ugandan polio SIA was conceived with the notion that the number of unimmunized children over the years through routine immunization and the additional impact of the COVID-19 pandemic on routine immunization in the region led to the accumulation of susceptibility overtime leading to cVDPV2 outbreaks that leave Uganda with its porous borders at risk of cVDPV2.
