The manual has been jointly developed by relevant Ministries, Departments and Agencies(MDAs) in close consultation with local Governments. It provides detailed information and guidelines on the objectives, processes, organization and management of the Performance system to be applied including activities prior to, during and after assessment.
This report presents the synthesized results from the Local Government Performance Assessment (LGPA) for 2019; conducted between September - December 20191 . The 2019 LGPA is the third edition of the assessment under the new framework of the InterGovernmental Fiscal Transfer Reforms (IGFTR) introduced by Government to increase the adequacy, improve equity and ensure efficiency of Local Government financing.
The 2018 Local Government Performance Assessment (LG PA) Report is the second edition under the new Local Government Assessment framework. The assessment was conducted between September-October 2018 with involvement of the Local Government Performance Assessment Task force, Ministries, Departments and Agencies (MDAs), Local Governments and Development Partners. This report provides findings constraining service delivery in Local Governments and proposes recommendations to address them.
Surveillance system has been modified from weekly to daily following the Ebola outbreak in the neighboring DRC. New arrivals are being screened for Ebola at all entry points into Uganda and no case has been reported in Uganda by end of August 2018. 218,072 consultations were made across all the health facilities in UNHCR operation in the refugee settlements of which 81% were refugees and 19% host population. The top morbidity causes were Malaria 34%, URTI 17%, LRTI 08%, Skin diseases 7% and Watery diarrhea 4%. 157 measles cases registered in the month of August in Kyangwali 6, Kiryandongo 62, Kyaka 5, Nakivale 4, Oruchinga 19, Rwamwanja 61. This brings the cumulative measles cases to 611 in the refugee settlements in Uganda since january2018. Intensified measles vaccinations and mop up campaigns are being conducted in all the affected settlements. World breast feeding week was commemorated in Hoima and the theme for 2018 was “breastfeeding; Foundation of life” and activities within the week included championing for breastfeeding in Hoima regional hospital and other health facilities within the district. It was led by MoH and support-ed by partners. UNHCR led partners for the celebrations in Arua (Rhino settlement). Crude mortality rate stood at 0.13 (Standard: < 0.75) and Under 5 mortality rate was at 0.25 (Standard: <1.5) and are all within the normal ranges and within UNHCR acceptable standards. 1 maternal death was recorded in Bidibidi in the month of August and was audited and documented. A total of 3901 live births registered with of which 66% were refugees and 34% host population. 80% had completed atleast 4 scheduled ANC visits by the time of delivery. 17998 were tested for HIV and 403(2%) tested positive for HIV and were linked for care and treatment in the health facilities managed by UNHCR. Cumulatively, 15,344 HIV patients are being treated in the refugee settlements with 35% refugees and 65% host population

The way of carrying out business in the world today is changing at a very high speed with new technologies taking a center stage. Both government and the private sector have no alternative other than to move in that direction and adopt the emerging new technologies to modernize their service delivery.
A total of 253,176 consultations were made in all the refugee serving health facilities in the refugee settlements in Uganda compared to 241,134 of May 2019. 78% of the consultations were Refugees and 22% were the host populations. Top morbidity causes were Malaria at 47%, skin diseases at 6%, watery diarrhoea at 3%, URTI at 12%, LRTI at 7%, eye disease at 2% and intestinal worms at 2%. 12,993 were admitted in June in the patient wards in the health clinics compared to 8182 admitted in May 2019 out of which 67% were refugees and 33% were the host population. The main causes for admissions were malaria at 60%, LRTI at 7%, watery diarrhoea at 3%, and 30% were due to other causes not categorized. 5217 (72% Refugees) children under 5 years were vaccinated against measles and 4418 (79% Refugees) completed the polio vaccination.
Uganda hosts approximately 1.1 million refugees making it Africa’s largest refugee hosting country and one of the five largest refugee hosting countries in the world. Most recently, throughout 2016-2018, Uganda was impacted by three parallel emergencies from South Sudan, the Democratic Republic of the Congo (DRC), and Burundi. In view of the on-going conflicts and famine vulnerabilities in the Great Lakes Region, more refugee influxes and protracted refugee situations are anticipated in the foreseeable future.
The republic of Uganda is an East African state currently under multiparty dispensation. Service delivery is decentralized to local governments as per the 1997 local Government Act. The Central government, however, retains the role of setting standards and providing guidelines to local governments. The country has a population of 34.9 MILLION is currently divided into 116 districts.
Uganda has been hosting refugees for a long time, but the years 2016 and 2017 have presented the highest ever recorded inflows of refugees into the country with the current numbers standing at close to 1.3 million. After realizing the protracted nature of displacement in the region, Uganda adopted an integrated refugee management model as the best way of providing dignified asylum.
